Mexico’s President Andres Manuel Lopez Obrador is holding off on congratulating Joe Biden on any election victory.

Likewise, the Kremlin announced that Russian President Vladimir Putin won’t congratulate Joe Biden until legal challenges to the U.S. election are resolved and the result is official.
Israel’s Prime Minister Benjamin Netanyahu decided he would not wait.
Netanyahu tweeted congratulations to Joe Biden and Kamala Harris and also took the time to post a short video congratulations message for the two.
