A Twitter user by the handle @VC4351 identified some 109,421 Pennsylvania mail-in ballots that were marked returned before they were even mailed.
44% of these “suspicious” ballots came from Philadelphia and Lehigh Counties. Both counties voted heavily for Joe Biden.
